The primary benefit of separating out the rules and regulations of how the rule is implemented with efficiency. Rules generally change rarely. In most organizations, policy changes must be approved by one or more members of senior management, which may delay the issuance of the updated policy.
Support procedures detailing how the policy will be implemented will change more often as a result of various factors, including process and control improvements, new technology, and re-organizations. Updates on procedural documents usually only have to sign off by the process owner. Assuming methods are well organized, updates can be made quickly and communicated to stakeholders. This adds to the end of the overall organization’s ability to implement new strategies quickly.
Procedures have been incorporated in the policy are generally more time-consuming to upgrade, especially if senior management approval is required. Verifying procedural documents may not be the most efficient use of time senior management.
